Terms of Reference relating to the development of a harmonized Action Plan 2020-2030, for the fight against the degradation of land and forest landscapes in Cameroon

These terms of reference define the tasks to be assigned to a consultant to produce a harmonized action plan for the implementation of activities in the context of landscape and land restoration and sustainable land management. This plan should make it possible to organize interventions in this field of activities, which integrates several conventions and initiatives. It should also serve as a reference in the framework of the decade 2020-2030, for interventions concerning the orientations of the various existing strategies: PAN/LCD, Great Green Wall Strategy, project documents of the Sahel Vert operation, NDT process report, NDT process report, strategic framework for landscape restoration (RPF).

More specifically, the consultant must succeed in carrying out the following tasks:

1-Make an inventory of all strategic and reference documents related to landscape and land restoration, and which deal with sustainable land management issues. Project documents or project feasibility studies related to the themes mentioned can also be consulted;

2-Conduct an analysis of the choices of activities to be prioritized, and based on the various strategic documents;

3-Prioritize activities that take into account the areas of intervention proposed in the strategic documents and current national political guidelines;

4-Make an investment plan based on the proposed activities, taking into account the planning to be carried out and that take into account the relevance required to achieve the objective of restoring 12 million hectares in 2030.
